Yes, you can install a threadless fork, but you'll also have to replace the headset with a threadless headset and use some kind of compression. Depending on what compression you go with will determine what kind of clamp and bars you can use. So, yes, you can do it, but it's a lot more involved than just replacing the fork.

Yes, you'll need to cut a slit in the bars. Threaded forks and threadless systems require a slit in standard diameter bars and a standard diameter clamp.

The only difference between the Ultra Pro and the Ultra Pro Lo is the height of the bars. At 8 years old, the Lo is probably closer to the right height. By the time he's ready for taller bars, he'll probably want a new scooter or replacement bars.

Between the Fuzion Z300 and the Razor Pro XXX, while they are both good scooters, I would definitley go with the Fuzion Z300, which has a threadless integrated headset, flex brake, and HIC compression. While the Razor is good too, between these two specific models, the Fuzion wins out.

Your best bet is to just find new bars that are taller and replace them. Check with Inward-Scooters.com and they can help you get the right bars and even cut them to the correct height and width for you, plus cut a slit in the bars, which you'll need.
