Between the Fuzion Z300 and the Razor Pro XXX, while they are both good scooters, I would definitley go with the Fuzion Z300, which has a threadless integrated headset, flex brake, and HIC compression. While the Razor is good too, between these two specific models, the Fuzion wins out.

Your best bet is to just find new bars that are taller and replace them. Check with Inward-Scooters.com and they can help you get the right bars and even cut them to the correct height and width for you, plus cut a slit in the bars, which you'll need.

Bearings could be a factor, but it's more likely the durometer of the wheels. That is, the hardness of the urethane determines how fast a wheel is. Harder wheels are faster, but less sticky. Another factor could be precision in machining. If the tolerances on the Grit are more accurate, then everything will fit better and there will be less resistance to smooth rolling. If the fork and wheel hubs are poorly machined, then it can impact how freely the bearings can spin.
