It looks like it should, since both are threadless and both are intended for HIC. However, Madd Gear's headtubes are typically shorter than other brands, so you may run into an issue where the fork is too short for the AO Delta's headtube. You'll have to do a test fit to see if it will work or contact the company you'd be buying it from and see if they can offer any help.

You need to tighten your compression, which is something that you need to do for regular maintenance on your scooter. There is a fine balance between your compression being tight enough to hold your HIC shim snug and loose enough to allow for your headset to spin. Remember that the weight of your bars will make your headset feel more loose when they are on, so tighten your HIC shim a little more than you think it should be. New scooters, or rebuild scooters, will often loosen up since all the parts need to break in and seat properly after some use. What you're experiencing is very normal.

If you have oversized bars already and you don't want to buy new standard diameter bars, then you need to buy a full-size SCS that can work with oversized bars. The good news is that full-size SCS clamps usually come with a shim in case you ever want to switch to standard diameter bars. The only other thing you will need to do is cut the slit off your bars. You'll lose some bar height when you do this, but the SCS will raise them 1.5-2 inches, so it should be fine.

The Atom has plastic core 100mm wheels instead of metal core 110mm wheels on the CX I. The Atom has a threaded headset while the CX I has a threadless headset with HIC compression. The CX I has stronger bars. The CX I is definitely a step up from the Atom. The CX I would be a better platform for adding upgraded parts later.

It looks like the Blazer Pro SCS comes with a shim, which means it will take standard and oversized bars. Just make sure you cut off any slit on your bars.

Yes and no. I mean, sorta. :) You can use oversized bars in some SCS clamps, if they are fullsize and support oversized bars. But, you will have to cut the slit off your oversized bars that you used with HIC.
