I answered this on your comment, but here's the answer for everyone else as well:

It's almost certainly a 5mm hex bolt, so you need a 5mm allen key. Finding one long enough for IHC might be tough. If you can't fine one locally, Inward Scooters sells them for $5 - District Extra Long Arm ICS Allen Wrench Metric # 5. Unfortuantely, it looks like they are sold out right now. Give them a call and see if they can help you out.

Go to a hardware store and buy some metric socket cap screws that are the right length for your axles. They should look like this: http://shop.advanceautoparts.com/wcsstore/CVWEB/staticproductimage//N312...

You'll want to get nylock nuts as well.

The Fuzion Pro X3 has a threaded fork and headset and uses standard diameter bars. The District Brandon James bars are oversized for HIC so they would not work on the Pro X3 without replacing the fork and the headset and converting the scooter to HIC.

You can't use SCS with that fork. The District FK1 fork is meant for ICS, so there is no starnut in the fork.

Ask ScooterDad: I recently bought a district custom scooter secondhand and I can't get the clamp off, tried with Allen keys won't do anything they seem stuck on, how do I take them off ?

If the clamp bolts are stripped, you'll have to cut them off or cut a slit in the head of the bolt and use a flathead screwdriver to try to get them out. You may need to replace the clamp. If they are just very tight, try using an allen with a different form factor, like a T-handle.

It might fit, but I wouldn't count on it. The only way to know for sure is to try it with someone's. I definitely wouldn't assume that it fits the same as that part of the deck and brake are not standardized across brands.
